Billie joined CESA #4 in August 2011. She is the program director for School Improvement Services, and Educational Effectiveness.

Billie is a National Board Certified Teacher who served as a classroom teacher for 14 years. She began her teaching career in the middle school working with at-risk students and spent most of her teaching years in a second grade classroom. While she was teaching, Billie served on the Leadership Team at her school and helped to implement Professional Learning Communities and Response to Intervention initiatives. In addition to her PK-12 experience, Billie has also served as an associate lecturer for the University of Wisconsin-La Crosse as a facilitator in the Master of Education Professional Development Learning Communities program.
