Career and Technical Education Leadership
Career and Technical Education focuses on helping students explore their interests, skills, and abilities in relation to the world of careers and productive citizenship. Through Career and Technical Education, students experience rigorous and challenging classroom instruction linked to relevant, structured, realworld experiences. Students learn from educators and business and industry leaders what is expected from them in the workplace and they see how classroom learning applies directly to their future adult roles as family members, workers, and citizens. They are provided multiple opportunities to assess their interests, work behaviors, and aptitudes. They are introduced to a variety of career options and learn the level of skills and education required for those careers. In short, students leave schools better prepared for and are more focused about their future and education choices.
Level 1 - Basic Service
The CESA #4 Career and Technical Ed Leadership (CTE) package will provide leadership for districts in the following areas:

Development, implementation, and evaluation of career and technical education programs/projects, guidance/counseling services, and school-to-work initiatives

Plan and provide professional development activities and technical assistance in integrating academic and vocational education standards and practices, alignment of state content standards with local curricula, performance assessment, career development, linkages with postsecondary

education and training, and work-based learning (co-op, certified co-op, job shadowing, youth apprenticeship)
-
Coordinate 3 to 5 Network Nights each year to support professional development

Host CTE content area workshops in conjunction with DPI and other partners
-
Assist districts with accessing and participating in Tech Prep grants with technical colleges, youth apprenticeship, and articulation efforts with post-secondary partners

Facilitate business and industry partnerships development and growth with school districts

Provide assistance to districts in identifying, analyzing, and interpreting various data sources specific to CTE areas for use in data retreats and for content and CTSO support

Provide instructional and professional resources to local districts’ CTE staff

Serve as a liaison with state agencies (Department of Public Instruction, Department of Workforce Development, and the Wisconsin Technical College System), professional associations, and regional groups for the benefit of CESA #4 school districts, staff, and students
Level 2 - Customized Service
Districts may select from the following Career and Technical Education programs:
2A. Education For Employment (E4E) - The CESA #4 director will provide leadership and services for local districts to align Career and
Technical Education programs with the Education for Employment Standard.

Ensure representation on the tech prep council created under ss. 118.34

Technical assistance to school districts in identifying and developing a K-12 curriculum included in the Education For Employment plan

Provide in-district consultant service for designing, updating, and aligning the district's longrange plan for Education For Employment
2B. Local Vocational Education Coordination Services:

Provide technical assistance to the LEA’s Perkins Designee in grant development, reporting, and oversight of the Carl Perkins Grant

Procedural and technical assistance for Perkins
2 C. Additional days are available with the purchase of any of the preceding levels
Carl Perkins Consortium
Level 1 - Basic Service
The Carl Perkins Consortium consists of schools that access federal Carl Perkins Vocational and Technical Education Act funds to improve career and technical education programs. CESA #4 will:

Prepare, develop and write the annual consortium Carl Perkins grant proposals with input from local districts

Provide liaison services among appropriate partners, such as state, county, federal agencies, and high schools

Serve as a program liaison with school coordinators to develop, design, implement, and administer this program

Provide leadership for the development and implementation of Programs of Study appropriate to each district’s needs
-
Oversee program grant, budgets, and funds to ensure timely expenditures
-
Assist in data compilations for CTEERS report
-
Meet with district Perkins designees on a regular basis to review progress of program and address program concerns
-
Participate in state called meetings, conference calls, etc.

Provide procedural and technical assistance to districts

Monitor program to ensure goals are met and prepare mid-year and year-end reports
